This study aimed to formulate effective urban management strategies to address the needs of individuals with special requirements in the city of Rasht. A descriptive-analytical research method was employed, utilizing a combination of library research, document analysis, fieldwork, and surveys. Data were collected through direct observation, interviews with 50 urban planning experts and specialists, and targeted questionnaires. During the analysis phase, the identified strategic strategies were prioritized by combining SWOT analysis with the Quantitative Strategic Planning Matrix (QSPM) method. The findings revealed five key strategies that could serve as an effective framework for urban management in addressing the needs of individuals with special requirements in Rasht: 1. Utilizing modern technologies and smart city initiatives to improve accessibility and services; 2. Enhancing accessible infrastructure by leveraging legal capacities and existing resources; 3. Implementing cultural and awareness-raising programs focused on the rights and needs of people with disabilities and other groups with special requirements; 4. Improving the training and empowerment of municipal staff and service-providing agencies; and 5. Strengthening collaborative networks with NGOs and non-governmental organizations active in the field of special needs. The results indicate that the simultaneous and coordinated implementation of these proposed strategies—particularly those centered on modern technologies and smart city solutions—can provide an integrated, comprehensive, and strategic framework for Rasht’s urban management to address the needs of individuals with special requirements.
