بررسی اثرات تغییر اقلیم بر توسعه بخش کشاورزی ایران و رفاه خانوار و برنامه های دولت برای سازگاری با تغییر اقلیم

چکیده
مقدمه:  در این تحقیق اثرات شوک­های ناشی از سناریوهای تغییر اقلیم در قالب سه سناریوی: IPCC1 (تغییر دما 27/7+% و بارش 4/12-%)، IPCC2 (تغییر دما 27/7+% و بارش 2/12-%) و IPCC3 (تغییر دما 03/5+% و بارش 3/12-%)، بر  ارزش افزوده بخش­های مختلف اقتصاد ایران با تاکید بر بخش کشاورزی (ارزش افزوده بخش­های: صنعت و معدن، خدمات و کشاورزی، و ارزش افزوده زیربخش­های: تولیدات گیاهی (زراعت و باغبانی)، تولیدات دامی، ماهیگیری و جنگلداری) و همچنین رفاه خانوار بررسی شده است.
هدف:  مقاله‌ با هدف بررسی اثرات تغییر اقلیم بر بخش­های مختلف اقتصاد ایران و رفاه خانوار تدوین شده است.
روش شناسی: در این تحقیق جهت تجزیه و تحلیل داده­ها از مدل تعادل عمومی محاسبه­پذیر پویای بازگشتی (RDCGE) استفاده شده است.
قلمرو جغرافیایی پژوهش:  قلمرو جغرافیایی‌ تحقیق بخش کلان اقتصاد کشور ایران می­باشد که از ماتریس حسابداری اجتماعی سال 1390 استفاده شده است.
یافته ­ها و بحث:  تغییر اقلیم، ارزش افزوده بخش کشاورزی و بخش صنعت و معدن را کاهش و ارزش افزوده بخش خدمات را افزایش می­دهد و میزان رفاه خانوار را کاهش می­دهد. علاوه براین، در میان سه سناریوی تغییر اقلیم، به ترتیب: IPCC1، IPCC2 و IPCC3، از بیشترین تأثیر بر ارزش افزوده بخش­ها و زیربخش­های مورد بررسی برخوردار می­باشند.  همچنین بررسی­ها نشان داد هزینه­ های مالی دولت برای سازگاری با تغییر اقلیم در بخش کشاورزی در قالب 27 برنامه و 324 طرح  به میزان 47.4 هزار میلیارد ریال در طی سال 99 می­باشد.
نتیجه ­گیری: نتایج حاصل از پژوهش نشان می‌دهد تغییر اقلیم منجر به کاهش ارزش افزوده اقتصاد ایران و رفاه خانوار خواهد شد و دولت برنامه مالی محدودی برای سازگاری با تغییر اقلیم دارد.

چکیده English

In this study, the effects of shocks caused by climate change scenarios in the form of three scenarios: IPCC1, IPCC2 And IPCC3 on the value added of different sectors of the Iranian economy with emphasis on the agricultural sector (value added of the sectors: industry and mining, services and agriculture, And the added value of the sub-sectors: crop production (agriculture and horticulture), livestock production, fishing and forestry) as well as household welfare were examined. For this purpose, the social accounting matrix of 1390 was used. Also, the dynamic recursive dynamic general equilibrium (RDCGE) model was used to analyze the data. The results showed that climate change reduces the added value of agriculture and industry and mining and increases the value added of services and reduces household welfare. In addition, among the three climate change scenarios: IPCC1, IPCC2 and IPCC3, respectively, have the greatest impact on the value added of the sectors and subsectors studied. Studies also show that government financial expenditures to adapt to climate change in the agricultural sector in the form of 27 programs and 324 projects amounting to 47.4 thousand billion rials during the year 99. Finally, increasing water productivity in the agricultural sector, increase The knowledge and awareness of farmers and policy makers about the effects of climate change, empowerment of local communities with emphasis on environmental protection, linking specific financial resources to cope and adaptation to the effects of climate change with conventional agricultural resources, etc. were suggested.
