Research methodology: The research method is descriptive-analytical. The SWOT model was used to analyze the findings. Also, Taxonomy Solver, VIKOR and MABAC methods were used to measure the data and level the areas of Harris County based on the facilities and services under study.
Aim of the research: The important purpose of this research is to introduce Harris city in terms of natural and climatic, cultural, historical, religious and human capabilities in the field of sustainable tourism development.
Study area: Harris city in East Azerbaijan province, despite its small urban centers, has favorable conditions for tourism development.
Findings and Discussion: The results show that in domestic factors, the weaknesses in tourism with a total final value of 2.36 in order to diversify and improve the economic conditions of the city overcomes the strengths. Also, the opportunities facing development through tourism in order to diversify the economic situation with a total final value of 2.71 overcome the threats and challenges. Therefore, by adhering to the so strategy with careful planning in addition to the sustainable development of tourism, it is possible to expand investment and ultimately lead to the development of small towns.
