Throughout the history, the human being has acquired the most material of his own needs related to feed, fuel, clothing . The value of the land in the village is more. Unlike the city that its manufacturing capability is unremarkable, and just it seems as a opportunity for the set of applications, in fact, the land in the rural areas, is accounted as the main factor of the life and economic activity flourishing. The commission of the land use change in the approved guide plans for the technical consideration and approving the land use change requests was appointed in the rural Hadi plans, has formed. The purpose of this research is the survey of land-use change in the middle regional cities of Ardabil Province. This research is based upon descriptive-analytical study, and also from implementation device survey aspect is applicable. The needed statistical (Data) of this study is derived of commission’s records of land use change of the Housing Foundation of the province in the city villages of middle region of Ardabil province during eight recent years. (1393-1386). The final tables show the interests of owners in carrying out the land use change as well as the agreement of authorities with them in this happening. By regarding the greatest number of the requests and agreement with rural lands use change in Sarein and Ardabil, it is the representative of added value of this region and benefits of land speculators
