Abstract
Abstract: In this research, we deal with ranking and determining development degree of Rasht regions based on 36 indices in five groups: education, health-treatment, social-cultural, economical- business and municipal utilities. So, Numeral Taxonomy, Morris and Topsis models were used. Using these models and analyzing each of them, ranking of five regions of the Rasht and their development levels were determined, separately. Results shows that facilities and services are focused in city center, thus inequality in five regions is observed with significant differences in such way that analyze of all three model, region 1 and 2 have netter situation, while region 5 is the most deprived one. In fact, the more we get far away from the center, the facilities can be earned. This is due to polar growth policy in which all power and facilities are focused in one or some regions and others act as marginal. Development index studied in each model is different from other model which is due to different nature and method of valuation.in order to get a unit result in evaluating development of regions changes percentage, tendency and coefficient of variation were calculated and the results extracted according to indices separately.
