The purpose of the research: The present research has tried in analysis and review from the optimal route of relief for the emergency evacuation of victims to safe areas of vulnerable tissues in saqqez city during sudden events.

Methodology: The present research has been carried out in a descriptive-analytical way and the required information has been collected through library ( detailed, comprehensive urban plans, statistics ) and field collection. It has been prioritized for this purpose the physical vulnerability in neighborhoods using the Saw model and in the next step, the optimal routes are determined for relief and emergency evacuation of the population to safe places using the network analysis model.

Geographical area of research: The geographical area of research is the city of Saqqez the second largest city in Kurdistan province.

Results and discussion: The findings have shown that neighborhoods 1, 6, 18, 19, 16 and 17 with high physical vulnerability and from unsafe places against sudden events which are located in the center, northeast and southwest of the city ; according to the ranking of the Saw technique and the optimal paths have been determined using the network analysis model in areas with high physical vulnerability to reach fire stations, medical centers, hospitals and parks in two routes 1 and 2 as the main and sub-routes selected in terms of being wide and the distance from fuel stations and the river.

Conclusion: Based on the results of this research the routes located on the main route have been the best option for providing relief in terms of accessibility and the width of the tracks and also the speed and the time of relief.
