Identification and prioritization of sustainable rural development issues (case of study: villages of Khalkhal city)

Abstract

Introduction: Accurately understanding the issues of sustainable rural development is the first important step for formulating policies and providing a flexible model to strengthen the development of rural communities. Making life areas, including rural places, livable for current and future generations with special emphasis on the continuous improvement and development of human-environment relations is one of the necessities that has always been the focus of researchers and rural development planners.

Purpose: This research was conducted with the aim of identifying and prioritizing sustainable rural development issues in Khalkhal city.

Methodology: To identify the main criteria and indicators, an in-depth interview was conducted with 12 experts and informed people and the interviews were analyzed by MAXQDA software. Then, the criteria and indicators were provided to the participants in the form of a fuzzy Delphi questionnaire to be ranked by AHP. Expert Choice11 software was used to facilitate pairwise comparison of issues and indicators

Geographical territory: Khalkhal city centered on the city of Khalkhal (Hero), including three central districts (eastern Khanandbil, western Khanandbil and eastern Sanjanbad districts), Khoresh Rostam district centered on the city of Hashjin, including (Khoresh Rostam North and Khoresh Rostam South districts) and the Shahrood section centered on the city of Kalor, including Pelanga, Shal and Shahroud districts, is located in the south of Ardabil province.

Findings: The obtained results showed that economic criterion (CI: 0.494), social criterion (CI: 0.271), institutional criterion (CI: 0.099), environmental criterion (CI: 0.092) and physical criteria (CI: 0.045) are important. Also, based on the final weights of the indicators, unemployment index (CI: 0.103), lack of motivation for economic activity in the village (CI: 0.084), poor awareness of development factors (CI: 0.073), addiction ( CI: 0.056), social inequalities (CI: 0.045) and divorce (CI: 0.043), respectively, are the most important priority indicators of sustainable rural development issues.

Conclusion: economic and social criteria as well as their indicators are the most priority issues of sustainable rural development in Khalkhal city.
