Evaluation of urban development plans of Tehran metropolis (Item: Master Plan)

Abstract

Introduction: Today, attention to project evaluation is an intrinsic part of the decision-making process in the urban planning process and is considered as one of the most important steps for reviewing urban planning projects.
The purpose of this article is how to evaluate and achieve the comprehensive plan of Tehran.
Methodology: The research method in this research is documents that were collected and analyzed according to the review of existing records and resources and with theoretical filing, data and information. Also, using the semi-structured survey tools, the opinions of experts and officials regarding the validity of the indicators as well as their weights and coefficients of importance have been used.
Geographical territory: The city of Tehran and its 22 regions.
Findings: The analysis of the findings showed that due to the lack of feasibility indicators in the comprehensive plan document, the three factors of per capita detailed plan services, the amount of preparation and implementation of thematic and local plans and also the level of implementation of feasibility conditions in the plan document Tehran comprehensive was considered as the main factors affecting the realization.
Conclusion: The results of the study of the realization of service per capita of the project using Wilcoxon test showed that there was no significant realization of service per capita. According to this study, the new comprehensive plan of Tehran, after half its life, has not been successful in achieving its goals, and the need to revise this plan based on influential factors is evident.
