Abstract
Introduction: In the unbalanced urban growth and spatial mismanagement, the inequitable distribution of urban services has exacerbated both social and spatial disparities. Among the key determinants of urban well-being, accessibility stands out as a strategic component with direct implications for quality of life. A data-driven analysis of spatial justice thus emerges as a vital approach for restructuring urban form and advancing equitable and sustainable development.
Objectives: This study adopts a structural-spatial perspective to examine patterns of access to urban services in the city of Urmia. Emphasizing the principles of spatial justice and New Urbanism, the research aims to identify the spatial roots of inequality and propose practical strategies to improve service distribution, thereby paving the way for sustainable development.
Methodology: Employing a hybrid analytical methodology, the research investigates the quality of access to urban services in Urmia with a dual emphasis on spatial justice and New Urbanism. Utilizing the Space Syntax model, GIS, and empirical evaluation based on 670 questionnaires across 67 neighborhoods, the study analyzes spatial patterns and develops recommendations to improve spatial structure and promote equity in service distribution.
Geographical Context: Urmia, a rapidly expanding city in northwest Iran, faces significant infrastructural and service-related challenges due to unregulated physical expansion, high in-migration rates, and spatial imbalance. The city’s spatial structure is composed of five administrative zones, with a notable concentration of functional activity in its historical core.
Results: The findings reveal a stark spatial asymmetry within Urmia’s urban fabric. Public services are heavily concentrated in the central areas, while peripheral zones remain systematically underserved. This spatial imbalance has led to reduced access equity and declining quality of urban life. Through spatial configuration analysis, field data, and a reconfiguration grounded in the principles of New Urbanism, the study introduces a new model that reduces the spatial integration index from 8 to 1.06—signaling improved structural cohesion and spatial justice.
Conclusion: This research underscores that spatial restructuring, when guided by an integrative analysis of spatial indices and New Urbanist principles, can substantially enhance urban equity. The proposed model, by correcting service concentration, fostering functional adjacency, and enhancing the street network, facilitates a transition from fragmented urban sprawl to a more cohesive, human-centered, and sustainable spatial form. By reducing spatial disparities, increasing citizen satisfaction, and aligning lived experience with formal urban plans, the study demonstrates that targeted spatial interventions can yield a context-sensitive and transferable model for equitable urban service provision.
