Evaluation of spatial density of construction violations using geographic information system (GIS) in Qom metropolis

Abstract
ABSTRACT

Introduction:

Any structure or construction operation that is carried out without receiving a written permit from the municipality or in violation of it is considered a construction violation. The increase in the number of buildings constructed outside the order or in violation of urban development regulations in the Qom Municipality has led to the management of urban construction being formed in a way that is contrary to the rules and far from construction standards, which has negative social, economic, and environmental effects.

Objectives:

Awareness and information about which urban areas have the highest and lowest incidence of construction violations is a topic addressed in this research.

Methodology:

The research method is descriptive and the data of this research related to the construction violations that occurred during the last four years (2019-2022) that were referred to the Article 100 Commission were examined. And the use of Arc GIS software as an analytical research tool provided the necessary background for examining the research objectives. The kernel density analysis technique was used.

Geographical Context:

The geographical scope of this study is the eight districts of Qom Municipality, which are considered as the legal and service areas of the city and are considered the center of Qom province in terms of national divisions. Qom city, with an area of about 226 square kilometers and a population of over one million and three hundred thousand people, is considered one of the important metropolises of Iran.

Results:

The findings of the study indicate that the four most frequent construction violations in the city of Qom are: 1- trespassing on the street, 2- unauthorized division of the area, 3- unauthorized use, and 4- parking deduction. The violation code of trespassing on the street is scattered throughout the city, and unauthorized division of the area was observed more in areas two and six, and unauthorized use is more common in urban centers such as areas seven and four, and the violation code of parking deduction is observed two, three, five, six, and seven.

Conclusion:

The use of the Geographic Information System (GIS) is an efficient tool in investigating construction violations. Through it, it is possible to identify the spatial concentration of construction violations at the metropolitan level and to formulate the most effective strategies and policies to deal with them.
