Abstract
Introduction: Smart governance emerged with the growth of technology and governments' need for better communication with citizens. Portals made this communication more efficient, but today geoportals have gained popularity among municipalities due to the key role of location in services.
Purpose: Examining the extent to which municipalities use geoportal capabilities to serve citizens in line with smart governance.
Geographical area: The geographical territory is all the centers of the provinces of the country.
Methodology: In the first step, various articles were reviewed to identify indicators and components, and a general survey of different city portals was conducted randomly. Then, considering the general features of these portals, the portals of municipal centers of the 31 provincial capitals were examined, and indicators and components were determined.
Results and Discussion: Findings showed that out of 31 provinces, 30 had active portals. Location-based applications were found in 77% of portals. 19% of portals had access to Spatial Data Infrastructure (SDI). Also, 54% of portals had offline maps, and 83% had maps. The last indicator examined was the provision of location-based urban services, which 70% of portals offered to citizens.
Conclusion: Municipalities of provincial capitals are progressing in utilizing geoportals but still lag behind global examples. The emergence of geoportals is a positive step in urban management and smart governance, and with their development, mutual interaction between citizens and municipalities will improve.
