Abstract
Introduction: Smart governance was proposed when governments sought new ways to govern, and the growth of science and technology created a need for governments to utilize new technologies to rebuild the communication structure between the government and the people. Governments gradually became more efficient with the help of portals. However, nowadays, because the location is one of the key elements in providing better services to people, geoportals have been welcomed more than before. Many centers and organizations use geoportals to provide services. Including municipalities, many of which have services with a specific location.
Objectives: To investigate the extent to which municipalities use geoportal facilities to provide services to people in the direction of smart governance.
Methodology: In the first step, to consider the indicators and components, different articles were reviewed, and a general review was also done on the portals of different cities in a random manner. Then, taking into account the general facilities of these portals, the municipal portals of the centers of 31 provinces were examined, and the indicators and components were determined.
Geographical Context: The geographical territory is all the centers of the provinces of the country.
Result: The findings revealed that 30 out of 31 provinces had active portals. The location-based application is also seen in 77% of the portals. 19% of the portals also benefited from the possibility of accessing the location data infrastructure. Also, 54% of the offline map portals and 83% of the portals also had maps. The last index examined was the provision of city services, where 70% of the portals gave this opportunity to citizens.
Conclusion: In general, it can be said that the municipalities of the centers of the country's provinces are in a good and evolving state in terms of benefiting from the facilities of geoportals compared to each other, but compared to global examples, there is still much room for improvement. In general, the emergence of geoportals is a positive development in urban management, moving in the direction of smart governance. As they progress and provide more and better facilities, we can expect to witness better and smarter governance, as well as improved and more mutual communication between people. Moreover, we will be the municipalities.
