The concern and research problem of the present study is the lack of recognition and utilization of effective drivers in the border area of Maku County, which has arisen due to a security and one-dimensional view of border areas and has led to poverty, underdevelopment, and regional inequalities. Therefore, the present research has adopted a futures approach with the aim of analyzing the effective drivers on development and their impact on the future of the study area. In this research, the research method is descriptive-analytical and in terms of purpose, it falls into the category of applied research. The theoretical data was collected through document analysis and the empirical data was collected through survey method based on the Delphi method. The research population includes 15 experts in urban and regional planning in the economic, social, security, and developmental fields, who were purposefully selected as a sample, and the obtained information was analyzed using the cross-impact analysis method and the MicMac software. The findings of the research indicate that the economic growth of the lower city, the lack of sustainable income sources, the level of investment and attraction of domestic and foreign capital, urban and rural development projects, the amount of allocated credits to the border area, employment creation by utilizing local opportunities, industrial and production sector growth, social capital status, the excellent geopolitical and geoeconomic position of the region, employing unskilled and non-local individuals in the county's management and administration sector, the level of responsibility and commitment urban managers, the literacy level of the population, unemployment and its changes in the border area, government policies regarding welfare measures, the alignment of proposed programs with people's needs, and drivers with the highest impact on the development of border areas are factors that should be considered in the county's development plans. .
