Abstract
Introduction: Urban agriculture is an opportunity to provide fresh and local food products to urban communities, improve the food supply system and food security in communities, educate citizens as social assets and subsequently is considered a sustainable process in the path of cultural, social, economic and political development of urban communities.

Objectives: the development of urban agriculture has many advantages for urban communities, and in this regard, the present research seeks to identify the factors influencing the development of urban agriculture with a future research approach in Tabriz city.

Methodology: The research method is practical in terms of purpose and prospective in nature with an emphasis on the analytical and exploratory approach, in order to collect data using the Delphi method (15 elites and managers) and to analyze them using the cross effects analysis technique in MICMAC software.

Geographical Context: Tabriz is the capital of East Azarbaijan province and one of the big cities of Iran. This city is the largest city in the northwestern region of the country and is known as the administrative, communication, commercial, political, industrial, cultural and military hub of this region.

Results: The findings of the research show that the most impact on the development of urban agriculture in Tabriz is related to the components of developing a strategic plan for the development of urban agriculture, the formation of partnership and coordination between the organizations involved in the city administration (municipality, agricultural jihad, etc.), the granting of facilities and credits for the development of agriculture. It is urban and the alignment of agricultural development with the industrial development of the city (integrated development).

Conclusion: The results indicate that according to the current state of urban agriculture management in Tabriz and the lack of key and strategic components that are influential in the development of the system, the future of urban agriculture development will be unstable in Tabriz.
