Identification and Prioritization of Urban Resilience Policies Based on Integrated Urban Management in Coping with Flood Crises and Its Effects on Power Distribution Networks (Case Study: Fars Province)

Abstract
Introduction

Nowadays, infrastructure systems such as power networks play a vital role in human life. With recent climate changes, unforeseen events have increased, and these events can affect the performance of energy infrastructures, including widespread and long-term power outages. The probability of these events occurring is very high due to the dispersion and spread of power distribution networks. Therefore, the resilience of power grids is very important. Resilience refers to the ability of a system to reduce the negative effects of destructive events.

Objective:

The aim of this research is to identify and prioritize the factors affecting the resilience of power distribution lines in cities based on integrated urban management.

Methodology

To achieve this goal, the Decision Analysis Network Process (DANP) technique has been used. This method deals with a structural and combinatorial analysis of key criteria and factors for prioritization through decision-making networks, and the expert community of this research consists of 10 experts from the power industry and university professors selected by the purposeful sampling method.

Geographical area of research

This research focuses on power distribution policies in Fars Province and examines the effects of integrated urban management on the resilience of these networks.

Findings:

According to the specified criteria, the management system with a weight of 0.182 is the first priority, crisis management with a weight of 0.1768 is the second priority, the economic system with a weight of 0.1631 is the third priority, the technical and infrastructure system with a weight of 0.1602 is the fourth priority, the cultural and social system with a weight of 0.1602 is the fifth priority, and finally, the environmental shock with a weight of 0.1585 is the sixth priority.

Conclusion

Using the Decision Analysis Network Process technique, the factors affecting the resilience of power distribution lines in cities were identified and prioritized. The results showed that the management system, crisis management, the economic system, the technical and infrastructure system, the cultural and social system, and the environmental shock are more important. Based on the findings of this research, managers and decision-makers can provide appropriate plans and strategies to increase the resilience of power distribution lines in cities by focusing on these factors.
