Urban Hazard Crisis Management: A Case Study of Ardabil City

Abstract
ABSTRACT

Introduction: Crises caused by natural disasters are always lurking in human societies and can impose harmful effects on urban and rural civil centers in a short period of time. One of these harmful effects is especially earthquakes, and the crises caused by them.

Objectives: Urban seismic hazards with a crisis management approach.

Methodology: The current research is applied in terms of purpose and descriptive-analytical in terms of nature. In this research, first, the seismic scenario of Ardabil city has been investigated for different seismic intensities. In the next step, crisis management include: the existence of a storage system, specialized equipment, specialized manpower, information system, effectiveness of operations and communication infrastructures, using questionnaire information and completed.

Geographical Context: Five areas of Ardabil city.

Results: The findings of the research show that the highest and lowest vulnerability index of Ardabil city is 0.905 and 0.580, respectively, The most important hidden variables effective in managing the earthquake crisis and reducing vulnerability are also the existence of a storage system for managing relief support , specialized equipment and the existence of a suitable operational organizational structure, specialized human resources. Subject of specialized and additional training), and the effectiveness of operations and notification system for residents and among the existence of communication infrastructures and facilities .

Conclusion: Currently, although earthquakes can be predicted in terms of location, but this is still not possible in terms of time.
